Homeless Ex-Offender Caught With Genitals Hanging Out in Park
Cook was spotted by a dog walker standing in Poverest Recreation Ground, Orpington, with his hands on his hips and his genitals hanging out of his unzipped flies. He had a court order to always keep two layers covering his private parts – but clearly ignored it.
Claims Laundry Mishap Left Him Exposed
Cook told Bromley Magistrates’ Court his clean pants were at the laundrette on April 27, leaving him with nothing but his underwear – which he forgot to zip up after using the toilet. The court bought his excuse and handed him a community order instead of jail time on July 19.
Witness Withdraws Support Over Fear of Encounter
At 7:20 am, a woman walking her dog saw Cook’s exposed member and called police. Cook admitted the exposure but claimed he didn’t realise it at the time. The witness later pulled out from supporting the prosecution, fearing she might bump into him in court. She said the constant worry had distressed her.
Long Criminal Record and Mental Health Issues
- Cook has previous convictions for sexual assault, multiple indecent exposures, and breaches of Sexual Harm Prevention Orders.
- A probation worker suggested Cook’s acts might have a “thrill-seeking” element.
- His defence team argued prior offences happened when he wasn’t receiving mental health support.
- Cook is currently homeless, living in a tent at the park, but plans to move to Lincolnshire to stay with his sister.
- Magistrates sentenced him to a two-year community order including the Horizon Programme for sex offender rehabilitation.
