Bolton Man Admits Using AI to Create Child Abuse Images in Groundbreaking Case

A 27-year-old from Bolton has pleaded guilty in a landmark case involving AI-generated child sexual abuse content. Hugh Nelson admitted to 11 offences at Bolton Crown Court on Friday 9 August 2024.

GMP Online Crime Unit Breaks New Ground

  • Nelson used the Daz 3D computer programme, including AI features, to turn normal photos of children into indecent images.
  • He sold these vile images online and also distributed some for free.
  • Charges include encouraging the rape of children under 13, inciting sexual acts with minors, and possession and distribution of indecent images.
  • Earlier pleas included publishing obscene material and distributing pseudo-photographs of children.

Detective Constable Carly Baines, leading the investigation, said: “Nelson’s behaviour was not just a ‘business opportunity’. He engaged in depraved conversations encouraging others to commit real offences against children.”

“This case is a national first and a major test of the law, as this type of AI-assisted offending is not yet clearly addressed in UK legislation.”

“Thanks to strong partnerships, including national investigators and CPS experts, we gathered robust evidence to hold Nelson accountable.”

Jeanette Smith, Specialist Prosecutor for CPS, said: “Emerging tech misuse is a serious crime causing real trauma. Victims are often children whose images are repeatedly exploited.”

“This conviction sends a clear message: those who abuse technology to harm children will face relentless prosecution and justice.”
