Cop Convicted for Hospital Assault on Vulnerable Man
A serving Metropolitan Police officer has been found guilty of assaulting a vulnerable man during a mental health crisis, in a shocking case at Snaresbrook Crown Court.
PC Rhys Walmer, attached to the East Area Basic Command Unit, was convicted on Thursday, 15 May, of assault by beating and administering a noxious substance with intent. Walmer used excessive force on a hospitalised man who was already restrained.
Walmer has been on restricted duties since November 2022 and faces sentencing on 14 July. He will also face a misconduct hearing following the conclusion of criminal proceedings.
Brutal Attack in East London Hospital
The shocking assault happened on 3 August 2022 at an East London hospital. Officers were guarding a man in custody under the Mental Health Act, who was already handcuffed, limb-restrained, and wearing a spit guard while awaiting a psychiatric assessment.
Despite the victim being secured by three officers, PC Walmer sprayed PAVA directly into his face as he tried to stand. He then struck the man 14 times with a baton — all while the victim remained fully restrained.
Hospital Staff Raise Alarm Over Excessive Force
Alarmed by the violent attack, hospital staff reported Walmer’s conduct to a police supervisor. An internal investigation by the Policing Standards Unit was launched, and the case was escalated to the Met’s Directorate of Professional Standards.
Walmer was formally charged by postal requisition in June 2024, following a detailed probe.
Senior Officers Condemn Attack, Promise Accountability
Chief Superintendent Stuart Bell, head of the East Area BCU, slammed Walmer’s actions:
“The level of force used by PC Walmer was not proportionate or necessary and his actions have been subject to proper scrutiny and accountability through the legal process.”
“I would like to thank the hospital staff for quite rightly raising their concerns with the officer’s supervisor.”
Bell warned that excessive use of force will not be tolerated and promised officers who fail professional standards will be brought to justice.
Misconduct Hearing Looms After Conviction
With the criminal conviction now secured, Walmer will face a Met Police misconduct hearing to decide his future in the force. He remains on restricted duties until the hearing’s outcome.
