Serial train station flasher Leon Clarke has dodged prison despite repeatedly exposing himself to commuters across London and the South East. The 49-year-old admitted seven counts of indecent exposure but walked away with just a community order and a £10 fine.
Seven Indecent Exposure Claims at Busy Stations
Clarke, from Sutton, shocked women and passengers at crowded train stations including Romford, Cheam, Herne Hill, Woodside Park, and Croxley Green. The incidents, spread over a year, involved Clarke brazenly flashing his genitals in public, often targeting lone women.
Community Order Sparks Outrage
At Highbury Corner Magistrates’ Court on 27 May 2025, Clarke escaped jail despite his repeat offending. Instead, magistrates slapped him with a one-year community order and a measly £10 fine. The lenient sentence has drawn fierce criticism and calls for tougher punishments on serial sex offenders.
Alongside the community punishment, Clarke was hit with a five-year Sexual Harm Prevention Order (SHPO) barring him from:
- Approaching, touching, or trying to communicate with unknown females in public.
- Sitting next to or opposite lone women or children at train stations or on public transport—unless no other seats are free.
Registered Sex Offender Until 2030
Clarke is now on the sex offenders register and must report to police regularly until 2030. British Transport Police condemned his “targeted, persistent, and deeply distressing” behaviour. A spokesperson said the SHPO “provides restrictions to help safeguard the public.”
Social Media Erupts with Fury
The sentencing triggered a firestorm online. Many slammed the slap-on-the-wrist fine. One Twitter user blasted: “Seven public indecencies and he gets a £10 fine? Absolutely shameful.” Others warned of the risk of Clarke striking again, questioning if community orders truly keep the public safe.
