A slick fraudster has been jailed for trying to scam train passengers with a high-tech “SMS blaster” hidden in a suitcase at London’s Victoria station.

Suspicious Suitcase Sparks Police Sting

On July 1, 2025, a commuter on the Victoria line received a dodgy text claiming to be from Parcel Mail, asking them to “update delivery details” via a link.

The passenger’s suspicions kicked in. They spotted 31-year-old Kong Ji Chen loitering with a large green suitcase — not getting on any train or leaving the station.

British Transport Police were called. They found Chen sitting beside the suitcase, which contained a battery-powered electronic device flashing green with a black antenna.

SMS Scam Targeted Thousands of Commuters

Inside Chen’s phone, police discovered he’d sent out 165 identical spam texts between 2:38pm and 10:37pm that day, aiming to steal personal data from thousands of unsuspecting rail passengers.

Fraudster Locked Up for Six Months

With no fixed address, Chen pleaded guilty and was sentenced to 24 weeks in prison at Inner London Crown Court on October 15.

DC Adrienne Curzon said: “Chen targeted thousands of commuters, trying to steal their data. Thanks to quick-thinking members of the public and close work with mobile operators and cyber experts, we stopped him before more people fell victim.”
