After her 16 September 2023 arrest, Howard was initially given a conditional discharge. However, she was quickly caught again shoplifting at Primark, breaching that order.
Operation Converter officers got involved and uncovered six more offences: stealing a tip jar from a café, meat from Aldi, twice running off without paying for petrol, and taking alcohol and clothing from various shops including One Stop and Asda.
Most crimes were confirmed on CCTV, strengthening the case against her.
Police Praise High Shoplifting Detection Rates
Norfolk Police boast the highest shoplifting detection rate in the UK at 37.1%. Duncan Etchells of Operation Converter said,
“Shoplifting is a scourge for retailers that impacts on businesses and customers, and Norfolk Police is committed to tackling offenders and bringing them to justice. Howard faced some personal challenges and in handing her a community sentence hopefully she can get the help she needs to address her issues and put an end to her stealing.”
Operation Converter encourages offenders to confess crimes, offering victims closure and a chance for offenders to clear their records if they fully cooperate.
