Man Banned for Animal Neglect After Bulldog Loona Suffers Horrific Skin Condition

A Risca man has been slapped with a one-year ban on keeping animals after admitting to letting his beloved English Bulldog, Loona, suffer painful neglect. Ryan Kenneth John Stephens, 29, failed to get vital veterinary care for months, leaving Loona in agony.

Loona Left with Patchy Fur and Painful Skin Infections

Stephens appeared at Newport Magistrates’ Court where he pleaded guilty to causing unnecessary suffering. Loona endured severe skin conditions, including mites and secondary infections, which left her with just a patch of fur on the back of her neck.

  • Stephens was disqualified from owning animals for 12 months.
  • He was fined £200, ordered to pay £80 in victim surcharge, and £700 in RSPCA costs.

Witness Sian Burton described Loona’s misery: “She was extremely pleased to see people but had very little fur. Her skin was thickened, smelt yeasty, and she was extremely itchy, rubbing herself against anything for relief.”

RSPCA Rescue Reveals Horrific Condition

Loona was taken to a vet after being rescued. The vet confirmed she’d suffered at least four months of neglect. Inspector Simon Evans said: “The dog was 90% lacking body hair, with red, sore, hot skin—yet she remained bright and friendly.”

Loona received intensive care at the RSPCA Merthyr Tydfil Veterinary Clinic, including steroids, antibiotics, parasite medication, and special shampoo. The vet stressed the prolonged suffering could have been avoided with proper care.

Owner’s Defence Falls Flat as Loona Makes Full Recovery

In court, Stephens blamed personal issues and caring for a relative but admitted he should have sought help sooner for Loona. Thankfully, the brave bulldog has now fully recovered and is ready for a new loving home.

RSPCA Inspector Evans issued a stark warning: “No animal should have to suffer like Loona did. If anyone struggles to care for their pets, help is out there.”
