Two landlords face heavy fines after fatal fire in overcrowded flat rented to 22 people

Fire Tragedy in Overcrowded Shadwell Flat

Two landlords have been slammed with hefty penalties following a deadly fire in a cramped two-bedroom flat illegally rented out to 22 tenants. The blaze in the fourth-floor Maddocks House flat, Shadwell, on 5 March 2023, claimed the life of 41-year-old Mizanur Rahman.

The fire was sparked by a faulty lithium-ion e-bike battery charging at the time. The flat was only licensed for three people from two households, but more than seven times that number lived there.

Landlords Plead Guilty to Serious Offences

Sofina Begum, 52, and Aminur Rahman, 55, pleaded guilty to nine charges under the Housing Act 2004. Charges include:

  • Allowing severe overcrowding
  • Ignoring licensing conditions
  • Failing to conduct mandatory safety inspections
  • Operating without a valid gas safety certificate
  • Not providing essential documents to the council

The pair were sentenced at Snaresbrook Crown Court after earlier convictions at Thames Magistrates’ Court in November 2023.

Council Slams “Profit Over People’s Lives”

Tower Hamlets Executive Mayor, Lutfur Rahman, condemned the landlords’ greed. He called it a “clear example of profit over people’s lives.”

“It is completely unacceptable that some landlords continue to exploit tenants by allowing overcrowding, flouting essential safety regulations, and putting people’s lives at risk. Our thoughts and prayers remain with the family and friends of Mizanur Rahman, who tragically lost his life in the fire caused by a faulty e-bike battery at Maddocks House.”

“We are clamping down on rogue landlords who operate in our borough. This prosecution and the court’s decision send a clear message — we will not tolerate criminal landlords who endanger lives for profit.”
