Construction Firm Fined Over £1,600 for Littering Cover-Up in Dagenham
A London-based construction company has been slapped with a hefty fine after refusing to name a driver caught tossing litter in Dagenham.
Victor Building Concepts Caught Red-Handed
Victor Building Concepts, once based in Stanley Avenue, Gidea Park, faced prosecution by Barking and Dagenham Council. The trouble started when a van driver linked to the firm was spotted throwing a cigarette butt onto the road on Porters Avenue on 1 November 2024.
The company dragged its feet for seven months before the case was heard at Barkingside Magistrates’ Court. On 17 June, Victor Building Concepts was found guilty in its absence for ignoring a legal notice demanding details of the driver under Section 172 of the Road Traffic Act.
Company Stonewalls and Faces the Consequences
An environment enforcement officer witnessed the littering and requested the vehicle keeper’s information. Despite an initial notice and a follow-up Notice of Intended Prosecution, the company stayed silent.

This brings the total bill to a chunky £1,640.12.
Council Warns Businesses: Cooperate or Pay Up
“Littering is a blight on our streets. We won’t hesitate to take action when businesses fail to cooperate with investigations,” said Councillor Syed Ghani, cabinet member for enforcement and community safety.
Small Business, Big Trouble
Victor Building Concepts is a micro-business registered in Chelmsford, run by 69-year-old Victor Sinfield. The company, now operating from a rural cottage with fewer than ten staff, was quick to feel the council’s crackdown.
This case sends a clear message: environmental offences won’t be swept under the carpet, and businesses ignoring the law will face the music.
